Thomas K. Engberg, Executive Vice President
Thomas Engberg is Executive Vice President of Capital and Counties Development Group (CCDG), a newly formed division of Capital and Counties USA, Inc. Along with partner, Scott Franklin, Mr. Engberg will head up the division which will build a shopping center development and redevelopment program throughout the Western U.S. Capital and Counties USA is a wholly owned subsidiary of U.K. based Liberty International PLC, one of the largest ($17.5 billion in assets) property companies in the U.K.
Prior to joining CCDG Mr. Engberg was Senior Vice President of Regency Centers Corporation where he was in charge of investments for the Northern California region. During his years at Regency Mr. Engberg and his team acquired and developed over 3.8 million square feet of retail space representing approximately $800 million in value. Prior to joining Regency Mr. Engberg was a principal in his own shopping center development company, Douglas Thomas Properties. He has worked exclusively in the shopping center business since 1979.
Mr. Engberg has been the Northern California State Director for the International Council of Shopping Centers and has served on various committees of that organization including the Program and Governmental Affairs committees. He is a founding member of The Belden Club, a San Francisco based real estate organization and he is member of the Urban Land Institute. Mr. Engberg is a 1977 graduate of the University of California, Davis with a degree in Economics.
Scott R. Franklin, Senior Vice President,
Scott Franklin comes to CCDG from Regency Centers where he held the title of Vice President, Investments and Development in their Northern California regional office. Mr. Franklin was responsible for identifying development opportunities for neighborhood, mixed use projects and community shopping centers in the Northern California market and to expedite and assure project completion according to specifications and schedule. Mr. Franklin has been involved in commercial real estate for over 20 years. Prior to joining Regency, Mr. Franklin was one of the original 10 hires for on-line grocer Webvan and was in charge of all real estate and development requirements (distribution centers) for the initial rollout plan of 26 markets to be deployed nationwide.
Prior to Webvan, Mr. Franklin worked for the in-house real estate departments of national retailers Starbucks, Blockbuster and Bruegger’s Bagels, overseeing site selection and construction for rollouts in Northern California, Hawaii and Nevada. Mr. Franklin began his career at Donahue Schriber in leasing and development roles from 1986-1991.
Mr.Franklin holds a BA from UCLA where he was also a member of three Rose Bowl Championship teams.
